The Greek Court of Auditors has issued its final decision, which gives a green light for the signing of the PPP contract between the Solid Waste Management Authority of Central Macedonia and the Partnership Contractor Archirodon - INTRAKAT – EnviTec, guaranteed by the Greek government.
The project was developed in 2011, within the framework of the Public & Private Partnerships (P.P.P) law, at the initiative of the County Waste Management Agency (ESANS) and with the participation of the Municipalities of Serres (largest producer), Iraklia (the construction site) and other municipalities, as well as the Regional Unit of Serres.
The tendering procedures were completed at the end of 2014 and the final permits for the construction of the plant were given in 2014, while in 2015 and 2016 the project was awaiting the approval of the new national and regional planning, in order to incorporate the project in the plans and secure financing from the new National Strategic Reference Framework (NSRF).
EPTA Environmental Consultants- Engineers (http://www.epta.gr) and Planet SA are the technical advisors of the project from project start beginning up to the construction and operation of the site.
Having all the necessary permits and approvals ready, the project will enter the construction phase in March 2017 and it is expected to be completed by the end of 2018. The plant is designed to have a capacity of 45,000 tons per year, a maximum operating load of 63,000 tons annually and it will manage both mixed and bio-waste. The investment is 36 million euro including VAT., 15 million euro will be financed by the new NSRF whilst the rest will be financed by the contractor and his bank.
The project will create numerous jobs during the construction and operation phases. It will also improve the operation of the existing landfill site of Serres, which will become a small residual disposal site, as paper, plastic, metal, glass and compost will be recovered from the waste.
