The Municipality of Arta located in the Epiros Prefecture, has successfully developed a Sustainable Energy & Climate Action Plan (SECAP) within the framework of the Covenant of Mayors Initiative. EPTA S.A. has technically supported the Municipality to compile the SECAP and to choose the appropriate measures to reduce CO2 emissions by 40% until the year 2030.
According to the Baseline Emission Inventory (BEI), in 2014, 165.279 tonnes of CO2 were emitted within Arta from municipal activities, agricultural, industrial, residential and tertiary sectors and private transportation. Approximately 36% of the emissions came from private road transportation, 35% from the residential sector, 10% from the agricultural sector, 9% from the tertiary sector, 6% from the industrial sector and 4% from municipal buildings, vehicles and road lighting.
The SECAP proposed measures and activities to be implemented in different sectors:
1. Municipal buildings
2. Urban open spaces
3. Road lighting
4. Municipal vehicles
5. Municipal pump stations
6. Buildings of the residential and tertiary sectors
7. Private vehicles
The Municipality has already started to implement measures for improving its energy efficiency such as the installation of photovoltaics on the rooftops of two public schools and upgrading the energy efficiency of one (1) public school building and that of three (3) public sports complexes. In due time, the research for the extended improvement of the walking and cycling infrastructure in the city center will be completed, as well as the research for the city lighting, which will lead to the upgrade of the Municipality’s public lighting as part of the ELENA European program. Additionally, the Municipality has submitted five (5) propositions for funding from the European Union regarding the bioclimatic redesign of its urban space.
The implementation of the actions proposed in the SECAP will help the Municipality of Arta to reduce its carbon emissions and at the same time act as a role model for the citizens (residential and tertiary sectors). The Municipality will also support the establishment of a local Renewable Energy Community that will allow the local agricultural and industrial sectors to invest in energy efficiency solutions and the installation of Renewable Energy Systems.
