The Covenant of Mayors initiative aims to support local authorities, voluntarily committing to increase energy efficiency and the use of renewable energy sources in their territories, meet and exceed the European Union 20% CO2 reduction objective by 2020. A Sustainable Energy Action Plan (SEAP) is the key document in which the Covenant signatory outlines how it intends to reach its CO2 reduction target by 2020, by defining the activities and measures that will be implemented in order to achieve the targets, together with time frames and assigned responsibilities. However, a major obstacle to the development and implementation of SEAPs is the lack of valid and reliable energy data at a local level.

The aim of the DATA4ACTION project, a project co-funded by the “Intelligent Energy Europe” programme of the European Commission, is to actively promote the Covenant of Mayors initiative in 12 European countries and facilitate public authorities access reliable energy data for the better implementation and monitoring of SEAPs.

DATA4ACTION will mobilize energy data providers and public authorities to set up win-win data exchange collaboration models that support the successful implementation and monitoring of SEAPs. These models will range from simple bilateral data exchange cooperation agreements, right through to the creation of regional level “one-stop shop” energy data structures that will support regional and local public authorities with the collection, processing and exchange of energy data, required for the successful development and monitoring of SEAPs. The collaboration models will be transferable across European regions and will be designed to promote long term collaboration and partnership of public authorities with energy data providers.

Furthermore, more practical help will be given to sixty (60) public authorities, through a number of theme based technical workshops aimed at strengthening their capacity in local energy data exchange and processing.

The project is coordinated by the Rhônalpénergie-Environnement Regional Energy Agency (RAEE). Associated beneficiaries are EPTA SA, Kent County Council, the Energy Agency of Zlin region, the Regional Energy Agency of Liguria, Regional Council of Nord Pas de Calais, Norrbotten Region Energy Agency, Alba County Energy Agency, the Basque Energy Agency, the Province of Turin, the Energy Agency of Plovdiv, Carlow Kilkenny Energy Agency and the European Federation of Agencies and Regions for Energy and Environment (FEDARENE). The kick-off meeting was successfully held on the 25th and 26th of March in Lyon.
